OVERVIEW:
In 1871 the construction of what now is Warren’s City Hall was completed. It was built by Henry Bishop Perkins son of Simon Perkins, who was one of the founders of Warren.
The Old Warren City Hall has a history of ghost sightings, the most current on record is from July of 1997. It was built in 1871 and owned by Henry B. Perkins Sr. and then by his son Henry B. Perkins Jr., who in 1900 killed himself on its property by the river.
On May 2nd, 1902 Henry Sr. Hung himself in the attic of a building on the grounds, to this day the rope marks are still visible on the rafter. This is just a small part of the history, more to follow at a later date.
In 1931, the city purchased the property. In 1976, the city renovated the 20 room house into what is now City Hall. Over the years, many "ghost stories" has surfaced, the most recent being in July of 1997 when a cleaning person observed a tall man dressed in black, with black hair climbing the stairs to the second floor. Shortly after, she heard glass breaking, then summoned police. The police found an upstairs window broken from the inside, no intruder was ever found. Only herself and another female cleaning person were in the house at the time of this incident. Other incidents at City Hall include items falling off shelves for no apparent reason, unexplained noises and furniture being moved after someone has left a room.
Is it a "ghost" or can these events be rationally explained? Some say that Henry Bishop Perkins Sr., who was never happy or content with the house is to blame. Others believe that Henry Bishop Perkins Jr. is responsible. Whoever it may be, We believe the pictures speak for themselves!THE NEW PHOTOS!

We find them interesting in that when i took these the
haze or ectoplasm was not present, the only light source was the flash, the
exterior lighting was not on.
